Well, the U.S. had the Chinese Exclusion Acts, the French "cleaned up" Marseille, and so on ad-infinitum. I'm not defending Japan, but this sort of thing seems to be coded as a human genetic trait.

The first few episodes of Decade made me think that they have (temporarily, I'm sure) run out of ideas for new stuff.
