I think Cubal made the fake Misao so he could be assured it would attack Genis, not to mention pushing the rest of the team to do so. He might have thought there was a chance the real Misao might chicken out and let the Jyuohgers run away before Cubal's trap was fully sprung.

As the series is winding down, I just have to say while it's not been my favorite so far, it's been quite enjoyable to watch. Ever since Wizard (for me, anyway) Toei has been right on the money, something I haven't been able to say about every series.
