No, the Ryuki DVDs weren't great. Toei didn't really get the DVD making down for Kamen Rider till around Kabuto. Faiz to Hibiki were decent, but Kuuga to Ryuki was fairly crappy.

How does the upscale look on the older series anyway? I thought they weren't shot in HD until Den-o or Kiva.
I am saying this having absolutely no idea how the process works of course, so if someone could educate me that'd be great.

As for the explanation, everything from 2006 on was aired in HD, so those are good. (Kabuto, Boukenger). From what I'm told, Kuuga was filmed in HD, but Agito to Hibiki were filmed in SD. So any of those would be upconverts, which is what happened with Faiz and Ryuki (It says they use a process to upscale them).
Still, Toei was kind of behind in the times for DVD making. Kuuga had the problem of being a 16:9 put into a 4:3, that's why it looks so bad. Agito and Ryuki were actually widescreen, but were interlaced. If you want to see the difference in quality, just look at the opening segments released in the 11th anniversary. (Although, I think I cheated and used the Kuuga opening that was released way later in the series)

Kamen Rider DecadeKamen Rider W on has been released on Blu-ray. Faiz is being released now and Ryuki is next.
I think they started Sentai with Gokaiger on. They're currently releasing Shinkenger on Blu-ray.

OOO was the first one for KR and Gokaiger was the first for Sentai and any series came after them is in Blu-Ray.
W recently was released in Blu-Ray along with Faiz and Shinkenger.
Decade still hasn't been released on Blu-Ray.

I take it it'd be too unrealistic to assume shows that get a Blu-Ray re-release to be updated as the series are released? ?

That's the only way we'd do them. If for no other reason, to make sure the timings have been shifted correctly and the effects are upscaled correctly.
