Best bet is to ask a Japanese Middle Man to get it from the official website. The only problem is, the Windscale ones cost a bomb. You're much better off going to any old suit store and buying a waistcoat, tie and Fedora/Bowler hat if you can't get a Fedora, it'd save you a lot of money.
Shotaro basic wardrobe is a fedora, suit vest, dress shirt, and tie. You can find those in pretty much any clothing store, with the exception of the fedora, which some stores have and some don't. A store that specifically sells suits would probably have a fedora.
Now what some people don't realize is that Shokichi, aka Skull, doesn't wear a standard fedora like Shotaro. He wear's a panama fedora akin to the one worn by Michael Jackson in his music video for Smooth Criminal.
I do not recommend getting the Windscale stuff from Bandai Fashion as they cost way to friggin much for what is essentially the same clothing you can get at any store but with a Windscale logo tacked on. The only exception being the vest, which is completely different from a standard suit vest as it zips instead of buttons, and has the Gaia Memory pockets inside. Episode 1 of W was essentially to sell the clothes lol.

as Catastrophe already says, the official site sells them. i have my eyes on them BUT i just dont have that kind of money to buy them. the vest would cost about $120 total or at least thats what i got from using the currency converter and rounding it up. then there's shipping and then to pay the middle man for the help.
damn i need a job so i can buy these WindScale branded clothes. i prefer them over the cheaper non brand ones. oh dead god, i hope they dont discontinue the clothing line.
