Is Kamen Rider Birth strong?

Is Kamen Rider Birth strong? Throughout the series I have only seen Birth use his Birth Day form two times. The first time was when he made an opening for OOOs to finish off the parrot yummy, the second time was when Gotou was mourning over his mentor's death (which was fake) to defeat the Greeeds.

He is,but he uses sell medals,which are weaker than OOO's core medals.

That is actually debatable. While yes, Core Medals are stronger than cell medals,

Uva used so many of them that he became stronger than OOO (this was during the final ten episodes)

however, Birthday form requires numerous cell medals to boost its finisher attack. Also, Birthday form is/isn't a form to me. The little scorpion thing that you get with 1000 cell medals to me is a form, but birthday just reminds me way too much of DaiBouken, forcing him into the 'Super Sentai knock-off' pile for me.

Guess it really depends on the number of cell medals vs. the number of core medals.
