Both of them are called Shinkenred, making it the same ranger. They count as one.

This list includes some helpers, some bad rangers, and other oddities. But if you wanted to count it all yourself for who's who. Here you go.
It's in spoiler tags for those who want to avoid spoilers on certain characters.

I don't know if this is everyone that'll be in the flick, but I wouldn't be surprised if people like VRV Master and Signal Man were counted in the 199 alongside the various extra Dekas and others. I did leave some allies out though. Some like White Racer probably should not be counted, but some like Magishine and Smokey are debatable to be counted as 1 or 2 because of the lamp gun. There's also the question of certain robot helpers appearing too. Like the one from Gosei and one from Shinken (both names escape me atm). I tried to keep the list towards those that were actual warriors or have fought, so skipped things like Time's Owl helper. The Neji's probably shouldn't be counted since it's 'heroes' or whatever. At least until they change the title to 199 Rangers. Same reason active fighting support may count as they could be considered heroes/fighters/warriors. Though again it may count things like Time's Owl for being a hero, even though he's not an actual in the field fighter.
They must be doing something to buffer it.

I left off the Magi 'gels' that don't have ranger suits, but they could probably be counted too as 'heroes' or whatever.

I think it's safe to say that many of the helpers don't count. It's funny how the 'not-so-debatable' ones like DekaMaster and Bull Black isn't in there.

If we take the Gokai endings from episodes 1 to 3 as the 'official' sentai members, we only get 187, including the Gokaigers. With the oh-so-probable sixth member, we get 188. Maybe the sixth member will make his debut in the end of May? It's probable since that's usually when the sixth member appears, that being later-May/early-June. If so, he/she'd count towards one of the 12 mysterious warriors.

So some of the questionable ones like DekaMaster, Bull Black and maybe even Wolzard Fire should count. AkaRed's probably one of the mysterious 12 members as well. Since the movie title name is "199 Heroes" and not "199 Sentai Members", some of them have to count I guess?

interestingly I have counted in my blog and it is 167+aka red for core team, 194 for core team + the sixth (or seventh etc.) and all 203 for all other rangers that only occasionally shown up.

Well and some sentient mechas may count, since they aren't piloted, but also don't fight normal sized battles.

We'll see when it comes out I guess, but yup from looking at the list, it'd be very easy to fill out "199 heroes."

I think I'd just outright laugh my ass off, if captain america is in there somewhere because of his appearances in Battle Fever J.

The Sixth was PR only.
Same reason you don't count things like SPDCat, or the JF Master Suits.
And if you meant Sieg, he should be listed in the Extra catergory.

Shiba 18th head is F, and Kaoru officially headed over to Takeru as the 19th head. So I'm pretty sure they count as one since she has passed the baton over to Takeru.

Probably. I only added it since it appeared in show.
The only time same colors/suit should count, is if they appear with their counterpart at the same time in the same suit.

If those two never did appear together in suit, then yeah, only one counts.

What if you take into account that in Boukenger, they said that Zyuranger was the introduction of having a 6th Hero? Wouldn't that mean seasons 1 -15 were mainly 5 man teams with no helpers, not counting Sun Vulcan?

6th hero to the same team.

The dolls, and J1-5 were each 5 man teams of their own.
But even looking at the list, you can still do the math on that basis without the dolls or J1-5 and still come out in the 190s (approximately 199) on just rangers alone.

I would have thought DekaMaster counted. Maybe because DekaRanger was the first team to have 7 full time members, they only used the main 6 for that pic.

in Dekaranger, I will count the earth branch as 5 core member + dekaBREAK + dekamaster + dekaswan. this is too subjective but in theory this Swan-san is able to join in the team if she really 'needed'. that mean 8 ranger in deka, for the other 2 deka (bright and gold) that only in movie, it is counted as other, because in Deka there is a 'ranger' is just a police officers, they should be a lot of them .. in other planet.

Magiranger is also something similar. if I'm not forgotten, there should be a lot of magiranger, who fight the first infershia war.

I agree the Shinkenred should only counted once. mean that my counting should around 201. taken account for current gokaiger... it is 5 members.
