I saw this thread on 2chan. I guess he doesn't offer fatherly advice like other Sentai leaders.
Still, he had some fun moments. Like at Youko's wedding and when he swatted a Metaroid with a broom.
I guess a lot of the function in the command center falls on Nakamura and Morishita. Kuroki just ends up giving the final OK on things

I think Kuroki understands the Busters very well mentally but he usually has to tell other people off so the Busters could solve their problems. I can understand it but at the same time it doesn't bother me.

Somebody's just got to be in charge, I guess.
I imagine he's probably also some sort of liaison between the team and the higher ups.
It's been implied on various occasions that he's not the head of the organization. He reports to somebody. He's probably the one that does all the paperwork for the group, spins for the gang every time that they disobey orders or cause some sort of collateral damage, requests new equipment, and brings the group orders from the higher ups.
