Doubtless they're not going with a dice rider since in some countries the current one's already called "de fourze." And its just not a proper campaign without being able to use those.

So is this cynicism toward Foundation X a result of them taking SHOCKER/DAI-SHOCKER's place and missing them or...

I'll admit they're not exactly the most interesting evil organization in literary history, and I can't say I'd miss them if they stopped showing up, but I've never really watched one of the movies they're in and thought to myself "God, these guys are boring, I hope this is the last we see of them."

When I first look at the design and on youtube, looks like Toei has been recycled the design that looks like from:
Head and belt: Hibiki-ish
Body, hand and feet: Kiva-ish (minus the right leg part)
Lowercoat: if i'm not mistaken, one of Den-O movie villains has use this before, right?

i don't think they're villains at all. They're just a business group who back up the bad guys with all their money. I guess there was only two villains that came from Foundation X. And that was the Utopia Dopant guy and the Super Galaxy dude. But Utopia was the worst boss of all. He got his ass kicked by Eternal and W Extreme. While Super Galaxy dude got destroyed by Fourze Rocket States and OOO Super Tatoba
