not unless Urobutchi worked on Ryuki. Gaim may pay tribute to that series, but, iirc, Ryuki was written by Yasuko Kobayashi who did Den-O, OOO, Time Ranger, Shinkenger, Go-Busters, now Tokkyuger, and even the Attack on Titan anime.

though I think the outfit was meant to look more like Arabian clothes (think Jasmine from Aladdin), since that's what the actual character's armor is based on.

I've been seeing this over the net a bunch the past few hours. It may be possibly be the coolest Kamen Rider artwork I've seen.
