Well, in W it made thematic sense. The two of them made one Kamen Rider, so give them two episodes per case. There's nothing intrinsically wrong with that structure, it's just Wizard handled it ineptly by having the Phantom walk away randomly while the good guys sat around eating mayonnaise-drenched donuts and not wondering if the mysterious white-clad benefactor they never saw had any connection to the mysterious white-clad villain they never saw.

I see from the wiki that you're calling the monsters of the week Roimuid. But the Toei website calls them Roidmude. Stylistic choice or just lack of awareness of an official romanisation?
