Now I live in the UK and it's just so happens that a Transformers The Headmasters DVD Boxset was released a few years ago by Metrodome. It's includes the god awful(yet funny) english dub and the original japanese with subtitles. So wouldn't this make this an Officially licensed subtitled DVD released?

I think, since most of our viewers are in North America, only when a series is Licensed There do we remove it.
