I ended up on tvtropes late last night looking at the cypher someone put together. Here it is:

Thought this was interesting enough to split into its own post. I think it's pretty cool that they set up the font to work like that, and that someone figured it out. Can I get the name of the guy who made that image so I can credit them?

I wouldn't have guessed that the black words and red words were even the same language.

Looks like BFHQSXZ haven't appeared yet and CJL aren't clear enough to distinguish what the features are.

Unfortunately, the pic was listed anonymously, so I'd probably just list it as open credit.

I'm gonna check to see if there's a new image on tvtropes, but I just wanted to put these out for you all to look at.

I love when people do this. I remember when they translated the language of the overlords in Gaim when it was airing so you could figure they were saying important shit before they spoke in Japanese.

Hey, I'll take any help I can get on this, though the f cypher has the same half-filled circle with tail as the r cypher does, at least according to the sign next to where Lucky, the thieves and the other rangers meet up.

No? F has half-filled circle with tail, but R has the fish with a hat.

(Oh yeah I forgot to update the F)

I still don't understand why TV-N didn't sub them in though.

When this is done, I hope this pic can become an opening splash image for one of the future eps :-)

The reason we didn't sub the Overlord language because if the show didn't have subtitles for what they were saying, they must have been a reason to hide what they were saying in the first place. Also there's a good chance that the translation for those lines would be wrong and better to err on the side of caution.

Essentially the same reason why it's best to go through Kuuga the first time not knowing what the Grongi are saying.

I think I found a new letter (in episode 20, at around 11:49). It seems to be an X in "nexus," but I have no idea why that'd be on a mob sign:

Additionally, I've found some punctuation! The easiest one to identify is an exclamation point, which appears in both episode 20 and in episode 23 (the first two images); image 3 seems to contain a period, and image 4 looks like it has a comma:
