Yes. Also, they brought Gaku Sano from the 6 films he was shooting.

While I'm ecstatic to see these guys again (Nishime Shun not withstanding, no offence to him), it would've been way better imho to bring back all of the lead neo-heisei riders. Does anyone know what Kiriyama Renn or Suda Masaki have been up to lately?

Suda Masaki's been off being a huge success and making loads of money

Also, Japan doesn't recognize the "Neo-Heisei" label that seems to have perpetuated through the foreign tokusatsu community so I very much doubt they'd ever do something with those riders only.

Ultimately it's down to who they can get for that particular filming schedule and how much they can afford to pay them.

They do recognize it, they just don't use that term for it. I believe the official term is simply "Heisei Series Phase 2". Still, it's a crying shame. Though, at the very least, they should've brought Inoue Masahiro back seeing as how Decade is kind of an integral part to the Heisei era.

Then use that term instead of the dumb "Neo-Heisei" when describing those Riders. Also Decade isn't part of Phase 2 so he shouldn't be in this movie.

Mizushima Hiro probably is unlikely going to reprise his role as Tendou/Kabuto. Same as Odagiri Joe (Godai Yuusuke/Kuuga).

Lunagel is right. Suda Masaki's been off being a huge success in his acting career, so there's no need for him to return as Philip/W unless he wants to. This goes for Den-O's actor, Satoh Takeru. He is now a popular actor due to his role as Himura Kenshin on the Kenshin trilogy.

This Heisei Phase 2 thing isn't an offical term either is it? I thought it was the new thing after the idiots pushing the Neo-Heisei meme needed some other term to distinguish post Decade.

Why do they need a term to seperate pre and post Decade?

The only thing I can find is "Heisei Kamen Rider Series Phase 2 (平成仮面ライダーシリーズ第2期 Heisei Kamen Raidā Shirīzu Dai Ni-Ki)" off RiderWiki which when I googled the Japanese, gave me this section on the Japanese wiki. Someone who knows more Japanese than me could probably dig further into it than I can, though.

Well that's a very different sort of trailer. I suspect Toei is overhyping it up as usual (all the past Riders will get very small parts), but it's still impressive that they managed to get so many of the break-out stars they usually can't snag for these films.
