Now rather than thinking she is a team member, it comes across like she's going to be a plot device of some description.

Yeah... they're not good at seeding these things ahead of time are they? Really wish Toei would take the time to introduce their characters at the beginning of the shows nowadays.

I guess for the audience it's not that good but in-universe it makes sense for a character to not parade around that they have amnesia. Especially when it's not relevant to the matter at hand.

Honestly, it kinda felt like "well we had other plans but they all were shot down by Toei... agito is guesting this week, guess we'll make it amnesia so they have something to talk about i guess" to me with how completely out of left field it was. The audience can know information without the other characters knowing, she doesn't need to be wandering around "woe is me i don't remember my name" but at least some sort of hint, like a victim of the week asking Tsukuyomi a question about her past and her coming up empty or something. I mean, there's a hint in the opening sequence about her having timejacker powers and that's been there every week since one of the early episodes, but absolutely no hint about this amnesia plot.

I'm just tired of Sougo going "BTW, I never asked this key thing about you before, but friend for almost a year now, what did you used to do in the past?" right before said character has a big storyline moment.

Because Sougo is the King of Time, Plot and Script. He knows when he has to ask relevant questions.
