Try to visit http://tracker.tvnihon.com:6969/announce in a browser. It should be a blank page, but it should not give you any errors. No one is banned from the tracker though.

I'm been experiencing the same problems. I have U-torrent on my mac and haven't been able to download from TVNihon in a week. And it's just this site.

Your ISP might be blocking access to it unless something like peerblock is installed because services like that block our server host.

Try going to the site through: https://www.torproject.org/projects/torbrowser.html
it uses a form of decentralised proxying. if you still get a problem then it is your ISP or something blocking the site.

Are you using the same computer? Maybe it's a local firewall issue? Some antivirus programs can cause it too. I know Avast has a tool built in that blocks potentially malicious webpages.

Anyway, yes, I am using the same computer at my little apartment and at home. It should not be the firewall, because I let uTorrent pass, plus, I am able to download stuff from other trackers... Just not this one. ):
Honestly, the only antivirus program I have is AVG Free. Sadly, I do not have Avast.

Have you tried disabling the firewall and AV just for using the torrent tracker here? Of course for your own safety you wouldn't want to browse around while testing this. AVG Free has an integration with browsing of some sort too, but I haven't used it in so long I can't remember how it worked exactly, and I'm sure it has since updated.
(FYI Avast has a free version too.)

Guess what!? I am back home (in SF) right now, and I am actually able to download from T-N!!
OMG I am so so happy.
I guess it was the ISP then. But it is funny, I was not able to before. Maybe because during the duration when I was away, I updated the uTorrent. Just maybe.
Anyway, I will be happy download spree now. Thanks again.

However, I would like to know. Is there anyway that I can bypass the ISP by using a fake or unknown proxy server or such thing? I do not know what I am talking about, but somewhere in the general line of that. (:

What isp were you on? I guess you can try to access the tracker with a proxy, dunno how that would work though.
