I'd say Shadowmoon is not a Rider, and was created as a Rider-like enemy, in the same vein with Nazca Dopant, N Daguba Zeba etc.

The line between Rider and non-Riders has always been blurry, ever since the first series. Ichigo himself would've been Hopper not Kamen Rider if he hadn't escaped. Counting in Riotroopers made me think about the Shocker Riders, since they're pretty much the same.

Hesei wasn't really considered Hesei until the Reboot with Kuuga in 2000. ZO and J followed the Showa theme, and kinda got branded in those.
