I don't think we'll get anything from the design since the "official" statement is that Luckyuro was designed to be a girl in the first place. Although, I dispute that being a witch hat and that Luckyuro is a witch. I wouldn't think that, even if I thought Luckyuro was a girl.
As people've said before, reading shoujo and having a female voice actress can really go either way.
I think the thing that interests me most is the fact that Luckyuro has a female stunt actress. There's a lot of instances of skinny men wearing the suits for female characters. But aside from gender neutral grunts or whatever, do we ever have female stunt actresses in male character suits?
Anyway, argument's kind of moot, since it doesn't seem like Japanese regard Luckyuro as female. He's not on this list of female commanders, and it's got stuff from Garo and the ChouSeiShin series. (No Lady Gold from RyuKenDo? What an oversight!)

If I remember right, Sha-Fu had a female costume actor.
That list only includes characters who have their actress' faces showing. It doesn't include Bandora for some reason.

Oh, not sure why I didn't notice it was just the actresses. I still think Lady Gold counts though, since you see the bottom of her face.
