I liked what they did with Goseiger by not only having three villian groups seperate from each other but also having buredoron be not just a member of the three groups but also have his own faction as well.

Enter, full stop. he's just the best villain I've ever watched, and I miss watching villains be that competent.

Radiguet from Jetman. He's so cruel. The end of the episode when he became human was just... despicable!
Basco from Gokaiger. Selfish, no-good bastard!
Malshiina from Akibaranger. She's awesome.
Mele from Gekiranger. She's my favorite character from the show, however I never really considered her one of the villains.
I connect more to villains in human form rather than a monster costume.

Well—like everyone else apparently—I really liked Enter. I mean seriously, one time he made his appearance sitting at a table int he middle of the road eating pizza.
I also liked the multiple enemy groups in Boukenger—and to a lesser extent Goseiger—it made things interesting to have 3 or 4 different groups of bad guys with different motives running around.
But my for overall favorites
Infershia: Monster-themed monsters, what a novel idea. Also, have to admire the boldness of calling yourselves gods.
Gouma: Something just felt genuine about them, plus all the plot twists that I won't spoil.

I'll say Burajira the Messiah, from Goseiger. He was scheming, had mad delusions of godhood, and turned "This isn't even my final form" into an art. Love the guy. I still expect him to pop up with a new form one of these days.

My favourite of all times is brajira from Goseiger. Willing to do everything to acheive his goals, a skilled manipulator, the rest of the villains he apparently worked for in reality worked for him as his unwilling pawns and able to turn the tables when Robogog apparently had him by the balls

You really can't pin down any sigle favourite because most Sentai villains hae actual personalities. So instead, we have to go by category:
Enter is the biggest badass. Desite being forced to serve an overgrown spoiled brat, he actually wins sometimes, and is one of the most dangerous and well-written/acted villains in all of Tokusatsu.
Escape is my tragic fave. Incredibly hot and with one foot in mythology, her fate truly saddened me. If only she and Enter had become an item, the world would have been doomed.
Mele is completely doki doki (and not just because my romantic better half is petty much her twin). However, I havea really hard time classifying her and Rio as villains, since they were really anti-heroes once you began to learn about them. Mele's personality and devotion make her probably the most endearing character for me in all of Toku (which says a LOT).
Malshiina is the wet dream come true villain. From the amazing fan service (episode 3, anyone?) to her fascinating origin, she's the only major villain to have started off in porn (and I feel age has been extremely generous to her, like a fine wine).
Vancuria is not only Super Sentais answer to Kamen Rider W, but I loved how she was almost indestructable, and destroying her meant she'd just return newly immune to that one thing that just killed her. Her backstory is an interesting one, and she had a lot of potential that made her very dangerous. Of course, I prefer her in her lolita Nightmare Sisters form for multiple reasons (beyond just the obvious hotness). She was truly an entertaining villain who didn't get enough airtime for my liking.
Finally, Shibolena and Yugande from Megaranger must also appear on this list as the two best androids. Both extremely deadly, the stunning Shibolena was a master spy with a tragic origin and ending, while Yugande was extremely OP and refused to stay dead, having more upgraded/rebuilt forms than Buredoran.
In terms of best villain organisation, I'd have to go with a tie between Goranger's Black Cross Army and Liveman's Volt. Cheesy costmes aside, these villains were ruthless and slaughtered humans left and right. BCA also had human footoldiers, forcing the Gorngers to kill every battle. The body counts in these two series were thus worse than in most recent wars.

Not true. Nao Oikawa (Rena Kegalesia in Go-Onger) started out as an AV actress. Asami Jo (Shibolena in Megaranger) was also originally an AV actress. Rika Nanase (Zonette in Carranger) was ALSO an AV actress. Kei Mizutana (Shelinda in Gingaman) ...was not a porn actress like those other three, but she did nude modeling and a popular softcore movie before her Gingaman role. But to answer the question, I really like Rio and Mele in Gekiranger. I loved how they had their own character arcs and motivations to get stronger, and trained and obtained new powers at basically the same rate as the Gekirangers. Plus Mele is 100% adorable.
