Some toku ladies that I've really liked in the past:

Nonomiya Mizuo from Ultraman Nexus. Though she was a part of the coldhearted Memory Police, she grew to care about Ren. She presented a lot of humanity to an otherwise shady government organization.

Saijou Nagi from Ultraman Nexus. A complete badass, this lady doesn't put up with anything.

Uzaki Ran from JyuKen Sentai GekiRanger. Cute and capable, she was pretty much the leader of the GekiRangers.

Mele from JyuKen Sentai GekiRanger. The complicated villainous. Does horrible things, but it's for love.

Ryume from the Ryuuga Garo series. She may seem like a supervisor, but she's not afraid to get her hands dirty and join in the fray.

No list is complete without Nao Nagasawa (Hurricane Blue), Ayame Misaki (Escape, and still the last great Sentai face villainesses), and Minami Tsukui (Kamen Rider Malika, and an excellent stuntwoman).

Edit: And does Lunagel count as a toku lady for the purposes of this? She does provide us will all of this toku, after all 8)

Nao's certainly a top toku lady, she's in so many things at this point.

Most of my faves have already been mentioned. Ayame Misaki (who is a sexy version of sean bean), MAO and Nao. I'd also like to put forward Rekka from Garo,
Dragon BloodShow
being the one who actually defeated the main villain of dragon blood instead of zero was awesome
and sealing a horde of zombie knights away with a flute is pretty hardcore.

To not just echo past choices, let's here it for Ayumi Kinoshita! Whether playing a cop, Esper, Motorcycle-riding Psychic Duelist or a Mom, she's never one to not Kick ass.
