There's usually a vs movie except last year so yeah, not really a surprise. Next sentai usually debuts in the vs, just take a look at all the rest of the vs movies.

Well, all the Vs. movies since Shinken Vs. Go-On. And even in the Gokaiger movies, they still debuted new guys early. GokaiSilver was at the end of 199 Heroes and the Go-Busters beat the crap out of Basco in Kenji Ohba: The Movie, Featuring Some Space Pirates or Something.
