Who does the whole " Bringing back the monsters" thing better?
Firstly, this does not include the Monsters being revived and turned into Giants in Super Sentai as that would be way too easy. This is mostly looking at the times in Kamen Rider, Super Sentai, and possibly Metal Heroes when the villians decided to revive various Monsters during certain episodes and movies. I am going to say Super Sentai, as there is usually a plot involved as opposed to just choosing monsters at random. For example, in Ohranger Baranoia rebuilt several of it's monsters in order to test a new alloy that would make them stronger.

I hate to say this but Metal Heroes isn't part of the Big Three. Ultraman may haven't been at its best for quite a while but it definitely part of the Big Three with Kamen Rider and Sentai. More people would know Ultraman is than a mere Metal Hero anyday.
