It's because CS-Toys knows it will get the money back from the people who purchase the products. The people who buy once from them are likely to buy it again.

That's kind of a naive way at looking at things. It's not like there is any risk on CS Toy's part to let people put down half a payment. If the person doesn't pay the other half they can just refund the down payment and sell the item to someone else. The fact that people have invested in paying half makes it more likely that they will pay for the other half

Actually, the deposit is non-refundable.

In regards to Darkster's post, the meaning was that the customer would likely come back again and purchase from that retailer again in the future.
