English in the Karaoke Opening

I have noticed recently (in Fourze and Gokiger specifically) that sometimes the opening theme karaoke features English words; while other times it will have the same words spelled in phonetic romanji. Is this a choice of the episode translator or an evolution of the translation?

It's based off of the official lyrics in the song. If you hear a word in English but shown in romanji, it's because of the lyrics.

Admittedly sometimes it can be a bit arbitrary. Like if we don't have the official lyrics we'll just go based on what we hear. When we have the official lyrics we may decide to use the Japanese pronunciation if it's written in katakana and the pronunciation in the song itself is closer to Japanese.
