The American company got in a tiff with Naoko Takeuchi, partially due to the horrible butchering of the Sailor Moon manga and anime in the US and she revoked permissions.

Well, the Original Anime is currently being re-run in Italy with full merch to promote it.
And Toei has said that if it is popular there they will bring it back to other Markets:

Hey, if Mexico was allowed to Dub PGSM and Canada got the last 17 episodes of R years before the American's did, anything could happen......

But it still seems unlikely that Sailor Stars will ever see the light of day outside Japan, owing to Toei not wanting its Sexual's content to sully the franchise's family friendly image abroad.

......any sources on that? I find it kinda hard to believe and all that.

I believe it got licensed in a European country at one time, but was heavily censored to the point where the Sailor Stars were two sets of people ("cousins"...no, I'm serious) that intermittently switched out when transforming time came along. There was a bathing scene where the bikinis were rather horribly edited in since having the male forms bathing would create a huge plothole. I wish I could find my source for this but I'm pretty sure I read it on a geocities site a couple years back.

Would Kamen Rider Wizard being aired on TV JAPAN be considered licensed, since it is a cable channel available here in the U.S.?

So, it seems that Shout Factory TV has released not only the original Kamen Rider from 1971, but also Kamen Rider Kuuga as well, except for the special chapter of the eps1-2 of extra footage though. So I guess this means you are removing the eps from 1-24 from the torrent right?
