Don't think so, since he's talking about official DVDs. Commercial DVDs aren't burned though, they're pressed:

Maybe if you have some hacked DVD player or something that can play subtitles on the fly it's possible, but you can't change anything on the disc end. Plus it's not like there's a special sector on DVDs for subtitle info. The menu software would need to know "this track needs this subtitle file to play along with it".

Thats not adding them to the original disks, that is making your own custom ISO image that would then need burning to Writable Blu-Ray via a Blu-Ray burner
