ANN has the report. She was initially found in a car unconscious but was confirmed dead when EMT reached the hospital.
Notably, Tsuru was in Kamen Rider OOO as one of the Pteranodon Yummy. For those who played YuGiOh!, she was Yubel.
My condolences to her family, friends and the Dragonball Super staff.

The haters all around this world can drink Childish Gambino's daycare while I, the insignificant nobody they branded as, continue to survive & thrive.

Well that's a damn shame. I wonder what happened there.

Shit. She was really amazing as well. Wasn't even that old either. Real shame.

Pulled over on the side of the road with hazard lights on implies she was still cognizant enough to do that. My preliminary guess is heart attack (many women don't know the signs for our gender).
Fucking sucks though, she was still quite young... Bulma's last words in DB Super are eerily prescient now.

we are here to make you feel; it terrifies you, but it's real

They determined her cause of death was aortic dissection which the wall of the aorta was ruptured causing blood to spill outside of the aorta wall.
It's been awhile since Bulma has appeared in Dragonball Super so they got some time to find a new VA for her.

Hmm, that sounds really rare. I wonder if she had an injury or preexisting congenital condition.

It's rare enough that 3 out of 100,000 people get it. She's 6 years below the average age for it but it's common in males though. If she has a history of high blood pressure, it can lead to aortic dissection. I was reading that depending what type of aortic dissection she had, she would have only 3 days or several months to get it fixed.
