It's rather disturbing that it's a world with no humans, kinda reminds me of Paradise Lost where there were few humans and the entire area was swarming with Orphenochs.
As for Dark Riders, I'm guessing we count those Riders that have dark themed colours (judging from what we've seen), if so we're left with Nega Den-O from my memory. (Unless you count Riot Troopers as well...)
But if we count the 'evil' Riders:
- Gills from Agito, I guess he counts?
- Ouja from Ryuki
- Glaive, Larc, Lance Riders from the Blade movie (or maybe just Glaive?)
- Does Shuki count? Kabuki?
- Gold and Silver Bug Riders from Kabuto movie? (names slipped my mind)
- And finally Nega Den-O and GaOh...

I liked his more artistic ones as well. But looking back, we see that his pictures have actually been improving as he goes through the 9 worlds. It's actually quite scary, as his pictures represent something about Tsukasa/Decade and his past. Come to think of it, Otoya said the Nega World is the "world Tsukasa can live in". It's like as though the world which Tsukasa lives in is one where he just fights for the sake of fighting. Wow...what a creepy ep. It's one of those show where your hair stand up due to the creepy vibe which is how I felt about this cool ep. Sort of twilight zone moment for me.

I feel kinda bad for her because the picture seems to show that her friends were already dead, killed by those dark riders. I was shocked when those riders actually killed her friends in such way.

I dun think Hercus was a "evil" rider, he wasn't really against Kabuto. So he is the same Otoya we saw in Kiva, though why (and how) he is there is a mystery.

It's a different Otoya since A. There are barely any humans around, and B. He isn't dying from using Dark Kiva. I still think King should've been using Dark Kiva.
So... does that mean that Tsukasa is not human?
Nega Den-O has got to appear sometime in this world. I will be upset if he doesn't.

I don't think Gills can be called "evil". He didn't have bad intentions, just Ashihara lost control. Toward the end of the series he had more control and was working with Agito. I think if you want an evil rider from Agito, it would have to be Another Agito, but I'm not sure about him. Hojo was more evil than everyone else.
Its tempting to put the Hoppers in the "evil" column, but I don't think they were either, they were just in serious need of antidepressants.
From the start, something had to be going on that was not evident. Otoya was out of time. If they were back in a normal world or some sort of merged one, he would be dead, or 22 years older. Nevertheless, its good to see he still has excellent fashion sense.
Does he have to take another cross dimensional trip to get his cards back again? He had them all for about a day, I'm not sure I would bother with it.
I have a feeling the rules we've come to accept over the last 19 episodes may have to change. Alternate may mean something different from here on.
