I read it and it appears to have nothing to do with this year? All it says is that it was longer for 2019 because of the transition to Reiwa

It's never been a whole week long, it's just that a lot of holidays line up juuuust right and people take off the other days (or company gives them off anyway)

While it technically ends on the 5th this year, most people are taking off Thursday and Friday as well.

Incidentally, there's a Silver Week as well, but that only happens once every 5 years or so when planets align and the days line up just right to force a 5 day holiday
