Apparently this is the first time Shining Form appears in the main TV series. Isn't that strange?

I know it had its debut in the movie, but does this make the TV Special canon as well?

I think that it's supposed to be canon. I was trying to think of some counter examples for why it wouldn't be, but couldn't.

I've rechecked both. Yes, that Hojo thing makes TV Special not canon.

It's a bit disconcerting how the characters mix up the two Agito's when their costumes are quite different. Does that mean in-world they look the same?

It probably has more to do with the fact that Agito has various forms.
