So Hoji was in his street clothes when he encountered Bisques but after getting beaten as DekaBlue, he had his SPD uniform on. So the whole thing with stealing the rank insignia could have been prevented if Hoji would have kept his street clothes after getting beaten instead of magically switching with his uniform. It's a dumb editing thing and should have been Bisques attacking Sen and Umeko with Hoji getting a call while shopping about the attack and then encounters Bisques while on patrol.
