Which one is Kobayashi's best work in everyone's opinion. Ryuki, Den-O, OOO, Amazons, Gingaman, TimeRanger, Shinkenger, Go-Buster, Toqger, or Garo stuff?

That's a tough one. Her resume as a writer is excellent, and I don't believe you could argue she's ever had a dud, although many of her works are divisive. I like that she's never shied away from trying to be innovative and push the envelope when it came to bucking trends of either sentai or rider, and like Take said, she is really good at blending bleak storylines with some hopefullness without going full edge.
I'd say probably Shinkenger. I've heard enough people complain about all the others to some capacity.

I'd have to give a threeway tie to Shinkenger, Go-Busters, and Amazons Season 2. Her character work and story telling is best in class as far as toku goes
