Go to aqstream.com then go to the catagories then select japanese tv. Then chose any channel you want. Its better than american tv.

This site now seems to focus on South Korean shows, with some of the streams being hosted on KBS (South Korea's national broadcaster), which probably lets you know you are not in the country.
