I'm pretty sure the eye colors are determined solely by the top/right buckle. It's shown as early as the first episode, where Geats's eyes are orange when using Magnum for his top half, then when he swaps to Boost, his eyes turn yellow. Then back to orange when he equips Magnum and spins the driver. This is even shown in later episodes where the Riders either don't have a buckle or only have one on their legs, in which case their eyes are grey.
Tycoon's eyes being yellow before Ninja was a thing of the smaller buckles, as well as Boost and later Fever when it matches, all giving yellow eyes to their users, though they seem to be a duller color than the latter two.

yeah, eye color is determined by the upper body buckle. it's how the toys work.
the "revolve change" figure line have each buckle, or lack thereof, be half a figure. you can split the chest apart and rotate the armor sideways, as well as rotating the arms and bending the hands at the wrists to become feet, and each half has half a thing that runs up the back with the head part attached. the eye color is specific to the buckle you're using, and the head bit for the legs connects to the back of the head bit for the torso, with the head section folded over to become that weird black rectangle-y bit you can see on the backs of the costumes.
you just attach the helmet piece for whichever rider you're making the toy be, and the helmets all have clear plastic for the eyes so they take on the eye color of the buckle used, then add in the little character specific pieces as well, like Geats' muffler, Tycoon's leg band, or Buffa's waist cape.
