Given that the language looks like Japanese but rotated, I'd guess the unknown was Re. Let's see if I'm right!

I have my doubts by looking at HE and FU.
Probabilities are high for both SO and NU.
If you look at, for example, RA, (or NE, NI, NA, NO in that order) you will see the circles means it is the start of a unique stroke.
So... YO and RE are are probably out of luck, YO is out for sure!
I have doubts about RE due to the similarities, but... will most probably be SO.
TL;DR:
50% SO
40% NU
10% RE
0% YO
