It got an ending but it was rushed since they were supposed to have 10-20 episodes more than what they got.

From what I heard, because of the extremely dark story parents complained. You can see episode 16 had an extremely low viewership. Notice how Hasegawa Keiichi was the main writer up till 24, then afterward the story gets a new protagonist and is a lot less dark? (At the same time, Hasegawa is all but removed as a writer, he gets to write one episode before writing the finale). So yeah, that guy is your main writer for Gotchard
