Because that Enter was in the card from Hiromu's eye. I guess that Enter could have had this backup, but it's pretty silly if there isn't some limit to what back ups are left.
If you noticed he sounded extremely glitchy in the 'Let's Morphin'. Maybe it wasn't a full backup, maybe that is why he didn't have a Volcanik attack. Who knows.
So as it was stated before this was basically a Kyouryuger movie. You can argue that Go-Busters were pushed out then you have to remember that the two series are on opposite sides of the Sentai Spectrum. Go-Busters being very nontraditional Sentai while Kyouryu was more safe. Go-Busters was extremely dark and Kyouryu was all dancing and happiness. One is about high-tech science stuff and the other is about ancient dinosaurs. There probably wasn't a good way to get the two teams to work together unless you did a plot to where a Tokumei mission featured Deboss and no Vaglass. Also no Zyu and Aba. Which is probably what this movie should had featured. This probably should have been the main three chevaliers brainwashing the Go-Busters to go against the Sentai using Joy, Anger, and Sorrow. Maybe have some sort of Mirror/Copycat Deboss monsters turn into Enter or something. I'm ranting now.
This movie was blah. I had very high hopes for it since I loved Go-Busters and liked Kyouryu. It really fell flat and rushed harder than the summer sentai movies.
Also The second Neo Goldar showed up I knew who it was. >.> I think he was probably the only thing I liked in this. Alongside his randomly growing big with Rita/Bandora's Staff. Randomly. Jin also should have done more, they didn't have much to do in the show and they had less to do in this movie. But the scenes they were in were good.
