The obvious answer is that Toei is bit-starving these streams. I'd be curious to see the network traffic data from watching an episode, because I have to imagine these streams are being sent out at sub-1Mbps bitrates. Otherwise, the alternative would be that the masters that TTFC draws from are the culprit, and that is much worse.
I know KR Outsiders also came out recently. How's the image quality on that? That would answer the question of whether it's an overall TTFC problem, or something (seemingly) limited to KR/SS.
Either way, nothing about bit-starved encodes helps Toei in any way. So I'm really baffled why this wasn't just a one-off problem that was quickly fixed. People paying for TTFC surely can't be happy with this.

Indeed, it's a good thing you aren't subbing anymore. Otherwise, if you were, I would need to compliment you for having the foresight to capture the broadcast raw, and the willingness to do all of the extra work required to retime the scripts for it.
