Yeah that bothered me too so I wasted some time thinking about it. I think's it's just playing a random amnesia card for no reason, saying that guy looked like Sonoi and Inuzuka met Sonoi before but can't remember, hence the headache also

Having a headache is just a widely accepted characteristic that showed a character having amnesia.

The writer was just having fun throwing random popular tv tropes in there. One popular trope for why a protagonist finds a character familiar but doesn't remember was because the protagonist had amnesia.

And then all the other tropes of why a character looks familiar, like twins, came from the future, clones. Which Inoue already used in the series proper.
