This letter should have included "On behalf of Toei and Toei producer: Shirakura Shinichiro-san" and at least a hand written signature for the approved authorization.
Also, is that TL logo on the top left belongs to Takenoko?? If not, then the logo should have been the Toei's trademark logo.

To me the biggest tell is "you have my permission" instead of "the company's" or even "our permission." As a pen name "I" could theoretically refer to multiple people, but anything related to legalities would be more specific. I think there are a couple other tells, but I don't know if the author is reading these, so maybe I shouldn't point them out here. It's possible I'm looking into it a bit much, and I'd be glad to be wrong, but my best guess is it's fake--though probably not a troll so much as a fan who misses our Toei releases and hoped to get our name back in the game.
