Well I may be terribly behind on my regular Kamen Rider episodes. But since Outsiders is only a new episode every 4 to 6 months, it sure is a lot easier to keep up with.
This episode featured a lot of plot developments that are important to the overall series; so this is definitely not an episode that spent its time spinning its wheels. But I still feel it was kind of haphazard overall. Which is about par for the course on this series thus far, but it's clear that it's not going to improve much near the end.
I have to admit that I've kind of lost track of the plot here with respect to anything multiversal. Is this the first time it's come up? I know Yuuto comes from a bad future that he's trying to prevent, and being a time traveler, that's sort of his thing. But when did other universes start getting dragged into this?
In any case, this episode is a strong reminder on why you don't resurrect Evolt. Or invite him to dinner. Or even speak to him, for that matter. KR has plenty of villains (and plenty of more entertaining villains), but he's really the only one that qualifies as a true omnicidal maniac. So it's only fitting that he shows up when we find out that Foundation X is, in fact, doing evil. At this point pulling a Thanos is more than a bit cliche, but it's admittedly a stronger/more rational villain motive than trying to destroy absolutely everything.
Though it does set up an obvious conflict within Foundation X for the next episode. Zein/Ecol (side note: who the heck is Ecol?) wants to snap half of the human population. But Evolt is still going to be all about total destruction. Those goals are not compatible.
Things that are also not compatible: Zein and Zero-Three. Though at this point, the series has clearly established that Zein is not immortal and can absolutely be defeated. The two of them did not have a long fight (it's about 2 minutes altogether), but the hand-to-hand stuff was solid. And I enjoyed Zein aping Geats with the shush motion right before he started getting all Geats-y with the energy tails.
I am calling shenanigans on the side-plot with Kuroto and Brain, however. That went nowhere. They had Kuroto develop a whole new gashat, only to end up violating the Chekhov's gun principle by having it be irrelevant to the story. Also, Brain's current body got killed, not that it's going to stop him from downloading into a new one. But good riddance; I've mentioned this before, but I don't like how Brain's been getting portrayed in this series anyhow.
Last but not least: Miitan! <3 I had forgotten that she was in the trailer for this episode, so that was a pleasant surprise. I believe this is the first KR thing she's been in since Build? So it's neat that they've managed to get her back several years later. Tangentially, the production team did a good job with the fake cafe background (as the real standing set is long gone). Only in the final, close-up shot do you see the slightest indication that it was green-screened.
And finally, the last episode is it. I had assumed that Outsiders' second season was for another 4 episodes, but now we know it's 3. Which would explain the even more glacial pace of episodes this year. I'm excited to see how it ends, but I'm leery of whether they're going to be able to wrap up everything in 1 more episode while doing all the Geats-related stuff that was shown off in the trailer. There's a whole big group of Outsiders that need some kind of conclusion to their respective stories, never mind Zein and Yuuto. So it's a very long list of things to do.
Has Toei said when that episode will be released? I'm assuming it's some time this year (i.e. in the next two months)?

Well he is involved with the Outsiders, and they're the product of Foundation X. I always considered it to be straight-up implicit. (But explicit confirmation is now).

Don't ask me, if you told me these episodes had nothing to do with each other, I'd believe you. I feel like so far, anything multiversal would be Decade or Legend related. Up to this point, there's been time travel shenanigans, but the closest to multiverse we have is that the Sakurai Yuuto that wears Zein is from a different timeline than the main timeline

Am I crazy or did Evolt get a left-turn redemption at the end of Build in the spin-offs?
I honestly never understood Miitan as the Rider idol from Build. She always seemed more like a twitch streamer level idol than someone like Wakana's Healing Radio from W, who had more universal appeal. What did people like about Miitan besides her being cute and young?

I would love to have the meatheads of the Rider universe meet up. What would they talk about? How awkward would it be before weird things just start happening since I don't think a normal conversation has ever happened in a Rider show before. I think it'd be hilarious

I want to blame the writing. But checking the KR wiki, everything except episodes 1 and 2 were written/overseen by Yuya Takahashi. It's been so long, I don't even remember what those movies were about. Well Wakana had her whole face-heel-turn going on for a while, whereas Miitan was always a protagonist (and very much a victim). Cute and young certainly go a long way, though this is really more Luna's department.
